The site had the following in the homepage, "Corps Of Engineers Speaks People Call BS." I noticed that the web site stated " The Article taken from baxterbulletin." They also stated " A new policy passed by the U. Army Corps of Engineers will require marinas in Southern Missouri and most of Arkansas to replace polystyrene foam underneath docks with a more environmentally friendly material.
