No More Peace Talks with LRA. Sudanese Vice President and Peace Talk Mediator Riek Machar. According to the New Vision, chief mediator and vice-president of Southern Sudan, Riek Machar. Said on Monday that there would be no new talks with the LRA. Machar was responding to an LRA spokesman, David Matsanga, who asked for new talks. Uganda, the Democratic Republic of Congo and Sudan launched a joint military offensive.
