Antzinako asentamendu baten hondakinak aurkitu ziren Malmasín mendiaren tontorrean. Avril eta Artxandako mendietan ere aurkitu ziren lurperapen hondakinak. Fundazio bultzada handi batez jaiotako lehengoko hiria izan zen, XIV. 1511ko ekainaren 21ean konstituziorako araudi berria onartu zen, Juana I de Castillaren. 1602an Bizkaiko kapitala izendatu zuten, eta horrek garrantzia handia eman zion.
