In fact, I will propose an alternative solution that will reduce carbon emissions and promote carbon-neutral energy sources more efficiently and at lower cost. Administering a cap and trade program is also incredibly expensive. The government must operate an exchange and track the number of carbon credits. And we all know what happens when the government tries to operate an exchange.
